What is an HC2 certificate?

In short: An HC2 certificate is issued by the NHS Business Services Authority after a low-income assessment (form HC1). It gives full help with NHS prescriptions, dental treatment, sight tests, wigs and travel to hospital in England — you pay nothing for covered services while the certificate is valid.

The HC2 certificate is part of the NHS Low Income Scheme in England. If your income and savings fall below the thresholds set by the NHS Business Services Authority, you can apply using form HC1 (available from GP surgeries, pharmacies, Jobcentre Plus or online). The assessment looks at your household income, capital and essential outgoings.

With a valid HC2, you receive free NHS prescriptions, free NHS dental treatment, free NHS sight tests and vouchers towards glasses, free NHS wigs and fabric supports, and help with travel costs to NHS appointments. Show your certificate or use the exemption code on the prescription form — the pharmacist or dentist should not charge you for covered treatment.

HC2 certificates are usually valid for six months to five years depending on your circumstances. HC3 certificates give partial help instead of full exemption if your income is slightly above the HC2 threshold. Always renew before expiry — treatment started while valid remains covered, but new prescriptions after expiry are charged unless you have a new certificate or prepayment certificate.

Scotland, Wales and Northern Ireland have their own health-charge systems — prescriptions are free in those nations for all residents. HC2 applies in England only. Use the NHSBSA eligibility checker before claiming free treatment to avoid penalty charges for incorrect exemption claims.
