In short. Scottish Council Tax Reduction is administered by your local council based on income, savings and household circumstances. People on Pension Credit Guarantee or low incomes may pay reduced Council Tax or nothing. Water and sewerage charges are billed separately in Scotland.

Scotland replaced Council Tax Benefit with the Council Tax Reduction scheme in 2013. The Scottish Government sets the framework; councils administer applications and payments. Unlike England, Scottish households usually receive separate bills for Council Tax and for water/wastewater from Scottish Water.

How to apply

  • Apply through your local council — use mygov.scot or your council's website
  • Provide income, savings, partner details and Council Tax account reference
  • Reduction is usually applied to your Council Tax bill, not paid as cash
  • Scottish Water charges are separate — ask about the Water Charges Reduction Scheme if you struggle with both bills

Scottish income tax bands differ from England and Wales for earned income. Council Tax bands are set nationally in Scotland (bands A–H) but the band D charge varies by council. Property purchases use LBTT, not SDLT.

Does Council Tax Reduction cover water charges?
Not automatically. Council Tax Reduction applies to Council Tax. Scottish Water bills may qualify for a separate Water Charges Reduction Scheme — ask your council when you apply.
Can I get CTR if I own my home?
Yes, if your income and savings meet the scheme rules. Home ownership does not automatically disqualify you.
What if my circumstances change?
Report changes in income, household or savings to your council promptly. Overpayments may need to be repaid.
