Unlike England and Wales, Scottish households do not choose a water retailer. Scottish Water is publicly owned; charges are set annually and collected by councils alongside council tax.
2026/27 charges link to council tax bands — higher bands pay more. The charge covers water supply and sewerage as a combined line on the bill.
There are no domestic water meters for most Scottish homes — you cannot switch to metered billing to cut costs as in England. Reductions come through council tax discounts and WaterSure Scotland.
WaterSure Scotland caps charges for qualifying benefit claimants who need high water use for medical conditions or large families. Apply through Scottish Water's assistance scheme.
