## How your rates bill is calculated

LPS lists each home on the domestic rates register with a capital value — broadly the amount it might have sold for on 1 January 2005 for existing homes. New builds are valued on completion.

Your bill = capital value × (regional rate + district rate). The Executive sets the regional rate; each of the 11 councils sets its district rate annually. A £150,000 home in a district with combined rates of 0.0083 would pay roughly £1,245 before reliefs.

Bills arrive in April for the year ahead. You can pay monthly by direct debit. Unlike Council Tax, there is no single national band table — district rates vary meaningfully between Belfast and rural councils.

## Rate Rebate and low-income help

Rate Rebate reduces domestic rates for households on qualifying benefits or low incomes. Apply through LPS with details of income, savings and household composition.

Savings limits apply — large capital can disqualify you. Awards can cover up to 100% of rates depending on circumstances. Report changes promptly; overpayments are recoverable.

If you receive Universal Credit, Pension Credit or certain legacy benefits, check automatic entitlement before paying full bills. LPS can backdate within limits if you apply late.

## Disabled relief, exemptions and deferral

Disabled person's allowance reduces rates where a property is adapted for a disabled resident or includes a dedicated care room. Medical evidence and an LPS inspection may be required.

Some empty homes, student halls and charity properties qualify for exemptions or discounts — rules differ from Council Tax empty-home premiums in England.

The rates deferral scheme lets eligible pensioners postpone paying some or all rates until the property is sold or they die, with interest charged on deferred amounts. Capital limits apply — it is a loan secured on the home, not free forgiveness.

## Challenging your valuation

If you believe your capital value is wrong, you can apply for a revaluation through LPS. Evidence might include sale prices of comparable homes or structural issues reducing value.

Separate from valuation, you can appeal how a relief was calculated. Keep photos, surveys and correspondence.

Rates arrears are a priority debt — LPS can pursue enforcement through courts. Contact LPS early if you cannot pay; Rate Rebate and time-to-pay plans may be available before arrears build.
