# How do I appeal a PCN (parking charge notice)?

A Penalty Charge Notice (PCN) is a civil penalty issued by a local council or Transport for London for parking, bus lane or moving-traffic contraventions on public land. It is not a criminal fine. You normally have 28 days to pay, but paying within 14 days halves the charge. If you believe the PCN is wrong, you should challenge it rather than ignore it — unpaid PCNs can lead to bailiff action and a County Court judgment.

The first step is an informal challenge to the council that issued the PCN, usually online or by post. Explain why you think the notice is invalid — common grounds include unclear signs, a valid permit or Blue Badge, the vehicle being stolen or sold, or the contravention not occurring. If you challenge within 14 days and the council rejects you, the 50% discount is typically re-offered when the formal 'Notice to Owner' arrives.

If the informal challenge fails, you receive a Notice to Owner and can make a formal representation. The council must respond; if it rejects your case, you can appeal to an independent adjudicator — the Traffic Penalty Tribunal in England (outside London), London Tribunals inside London, or the relevant body in Wales and Scotland. The appeal is free and can be done online with photos and evidence.

Private parking tickets (Parking Charge Notices from car parks on private land) are not council PCNs. Operators must follow a code of practice and offer an independent appeal through POPLA or the Independent Appeals Service. Never confuse the two — council PCN appeals go to a tribunal; private parking appeals go through the operator first, then the relevant appeals body.
